The notion that a teenage boy thinks about sex every 15 seconds should be understood to mean the average, not an actual clock, where you can look at a boy and count every 15 seconds and say that they just thought about sex. There is no actual way for a scientist to measure how often teenage boys think about sex other than through polling or maybe synapses in the brain. This 15 second figure is probably just made up because it seems that teenage boys are always thinking about sex.
